 2010: A Year of Progress at PACC

Dear Friend of PACC, 

Pratt Area Community Council (PACC) did more than break down the barriers to housing and economic independence that low-income residents of Central Brooklyn faced in 2010. We constructed ground-breaking solutions that enabled people to lead dignified and productive lives.

 

Housing Facts

 

2.1 million New York City residents depend on 1 million units of affordable rent-stabilized housing.

 

This housing is under threat due to the expiration of the Rent Stabilization Laws slated for June, 2011. PACC is advocating to renew and strengthen these laws. 


Brooklyn ranks 40th of all U.S. counties in number of foreclosures. The New York City court system is clogged with over 30,000 foreclosure cases.
 

PACC Facts

Over the past 20 years, PACC has developed 88 buildings, or 813 low- and moderate-income units, of which we manage 697. Three projects, totaling 187 units are in development.

 

PACC's advocacy efforts, as part of the Partnership to Preserve Affordable Housing coalition, led to the passage of federal legislation directly responding to the threat posed by Predatory Equity to the affordable housing stock in NYC.


In 1980, PACC became one of the first community based organizations to provide housing counseling services to the residents of Central Brooklyn.

Protecting Affordable Housing for Families

Nearly 3,000 units of rent stabilized housing were lost in Brooklyn, leaving thousands of families' desperate and homeless. But in 2010 PACC stood shoulder to shoulder with over 200 tenants preventing evictions, fighting harassment and obtaining repairs. Meanwhile, we organized 12 new tenant associations and provided continued technical assistance to 36 additional tenant associations - giving tenants the skills they need to advocate for themselves and their community. 
   

Building Housing for Vulnerable Residents Using Green Design

As a leader in developing innovative housing solutions, PACC broke ground on a new 98-unit supportive housing building, Navy Green, in the Fort Greene/ Wallabout neighborhood of Brooklyn, for homeless single adults with mental illness or chemical addictions, homeless veterans, low-income adults and seniors.

Developing Affordable Homeownership Opportunities for Tenants

Tenants who have weathered many years of mismanagement and neighborhood reversals are entitled to a greater stake in their community by becoming homeowners. This year through HPD's Third Party Transfer Program, PACC gladly accepted a 71-unit renovation project at 265 Hawthorne. The tenants voted to have PACC sponsor, develop, train the tenants, and then transfer the building to them as an affordable cooperative. 

 

Championing Small Business Owners on Fulton Street

With changing demographics and the resulting changes in consumer needs, the small, local business owner is particularly in danger of displacement. But this year, we worked with 287 small business owners in Central Brooklyn, ensuring they have the capital and expertise to effectively compete. We have supported efforts to find affordable space for businesses. Within the last two years, PACC nurtured the opening of 29 new businesses.


Fighting Foreclosures that threaten our

Ethnic and Economic Diversity

The blight of foreclosure still afflicts the residents of Central Brooklyn, but last year PACC continued to reach out with proven remedies, connecting with over 2,300 people from all over New York City. We counseled over 200 homeowners, keeping 51 families in their homes by modifying their mortgages to affordable rates. Moreover, we gave residents opportunities to build assets, become financially secure, and actively pursue home ownership. This year, we graduated 301 people from our month-long First Time Homebuyers Workshop Series. 
   

Upholding Independence and Self-respect

In 2003, PACC transformed a once-deteriorated 1850's architectural gem - Gibb Mansion - into a vibrant, service-enriched residential and community center for 50 formerly homeless people, living with chronic illnesses. In 2010, PACC reached out beyond the Mansion to tenants in need in our low-income buildings with a large array of services which include counseling, medical support, substance abuse counseling, and life skills training.
