Prominent civic and community development organizations and local elected officials who represent the communities surrounding the Atlantic Yards project will gather on the steps of City Hall on Thursday, November 19th @ 11am to announce the joint filing of a lawsuit that will challenge the ESDC’s approval of the Atlantic Yards Modified General Project Plan.

The suit contends that the plan was approved without sufficient study of the impacts of its extended construction schedule and completion risks. It also alleges that the ESDC has illegally delegated to FCRC much of its governmental power to determine the future content and configuration of the Project. Groups and elected officials filing suit include the Atlantic Avenue LDC, the Brooklyn Heights Association, the Boerum Hill Association, the Fifth Avenue Committee, the Park Slope Civic Council, the Pratt Area Community Council, the Prospect Heights Neighborhood Development Council and State Senator Velmanette Montgomery, Assemblyman Jim Brennan and City Councilmember Letitia James. Attorney Albert K. Butzel of the Urban Environmental Law Center is representing the plaintiffs.

As sponsors of the BrooklynSpeaks initiative, the organizations have tried for three years to engage the ESDC regarding impacts of the Atlantic Yards project on the surrounding communities. This includes putting forth a thoughtful proposal for the governance of the project which proposed a strong advisory role for local elected officials and community residents currently excluded from any meaningful participation.

“Given the agency’s inability to follow through on commitments to provide transparency and oversight to the largest single-source development project in the City’s history, we have found no alternative than to bring suit in order to require a realistic assessment of the long-term impacts of Atlantic Yards before further irreversible action is taken,” says Jo Anne Simon of the Boerum Hill Association.

Pratt Area Community Council (PACC) was awarded $200,000 in capital dollars through New York State Main Street Program, which is designed to stimulate revitalization in communities by providing funding for building renovations, streetscape enhancements and business or cultural anchors.

PACC will launch our Central Fulton Main Street Program by hosting an information session on Friday, April 17th, 2009 at 8:30 a.m. to be held at PACC’s newest office located at 896-900 Fulton Street, 2nd Fl.

PACC as the Local Program Administrator for the Central Fulton Main Street program will administer $200,000 in matching capital dollars provided by the New York State Division of Housing and Community Renewal. Specifically, we will administer Façade Renovation Grants improving the outward appearance of up to eight building facades; facilitate two building renovations in which six or more residential units will be upgraded; and lastly engage in coordinated streetscape enhancements, such as landscaping, signage and the installation of street furniture, on Fulton Street between Grand and Bedford Avenues.

“PACC’s goal through the infusion of Main Street dollars is to generate private investment on the commercial strip, restore its historic character and provide affordable residential units,” said Dale Charles, PACC’s Director of Economic Development. “This award furthers our forty-five years of commitment that embraces a vision to build equitable, diverse, flourishing and engaged communities in central Brooklyn.”

“PACC is very excited to bring the New York Main Street Program to the Central Fulton Street area of Fulton between Grand and Bedford Avenues which suffers from vacancy and deteriorating building conditions. We will work with property owners to help them restore their historic buildings, support independent retailers, and create affordable housing,” said Lacey Tauber, Central Fulton Main Street Program Manager at PACC.

If you are interested in attending this informational session you should RSVP no later than 5 pm on April 16, 2009 by sending an email to lacey_tauber@prattarea.org or call 347-823-5700 x. 25.
